Minutes -- June 20

·         Public inquiry about dam gates status from Mr. Yuro; JA gave update. 

·         AuSable River Association presentation on Wilmington ’s Stormwater Gap Analysis; Anne Barlow of ASRA assessed W’ton’s stormwater system for compliance (if eventually needs it) with new laws.  Findings included:

o        Runoff polluted by grease, concrete trush washings, nutrients, pesticides, and especially sediment (much from construction sites – up to 2000x more than from forested lands on average), for months after construction is done. 

o        Reviewed zoning and site plans for W’ton and recommends a law that focuses just on stormwater and construction, using a template.  Recommends assigning review duty to a Town officer, with a bond from plan owner.  The plan required would include soil map, construction phasing plan, pollution prevention measures, soil stabilization measures, temporary v. permanent erosion control practices, schedule for maintenance. 

o        Recommends mapping catchment basins and reviewing road maintenance procedures, labeling basins with dates for cleaning and phone number for resident use. 

o        The committee agreed these ideas may need to be addressed in LWRP policies.

·         Community Tourism Exchange Day ideas, from Adirondack Sustainable Communities’ Ray Curran:

o        Raquette Lake ecotourism program – bird events over a week

o        Joe Hackette – column in LP news

o        Networking of Fire Towers as cultural heritage of ADKs, video

o        Economic viability of tourism in ADKs, compared to Newfoundland , Italy , and Galapagos

Project Ideas collected as of July 2:

·         Improve parking area by flume bridge and put in protected walkway along bridge for viewing of the flume.

·         Improve nature walkways on both sides of flume

·         Put in signage and historical information plaques throughout Wilmington   near public access areas

·         Improve and extend sidewalk system in town center

·         Improve park area by dam bridge.

·         Build historical/interpretive center (or kiosk) by entrance to Town Beach which has maps of historical sites, bike trails, nature trails, xc skiing, canoeing and kayak area, etc. Also provide area for picnic tables.

·         Improve town beach pavilion area and picnic area

·         Establish bike path around Town

·         Plant trees along Route 86 through town center

·         Landscape 4 corners area (Route 86 and Bonnieview Road intersection)

·         Encourage establishment of recreational businesses in town – boat rentals, bike rentals

·         Dredge river and find ways to minimize sediment drainage into river

·         Provide information on bird life in Wilmington to attract more environmentally friendly visitors

·         Fix dam so it can effectively control water level in river

·         Pave parking lot by Heritage Park , put in signage to identify scenic view of river and mountains

·         Bury power lines that run through the center of town

·         Put in scenic pull over area by Paleface that allows view of valley and mountains

·         Put up decorative signage on all roads entering Wilmington (something like what Keene Valley has)

·         Amend subdivision regulations with affordable housing criteria and green community design guidance.

·         Request DEC review of the fishing access sites in Wilmington , with the goal of improving access, signage, trail maintenance, and easement agreements.  The sites should eventually be mapped and available in a directory for local and visitor use. 

·         Historic district: 1982 proposal. Resubmit in coordination with WHS.

·         Trail map – formal and ? informal.

·         Bridge stonework

·         Beach pavilion / area revitalization - proposal submitted to do master plan.
