Welcome (Kara)

Introductions (Jeanne)

  The Town is approximately halfway through the LWRP process.  In the spring it submitted, with County assistance, an application for a feasibility study for the dredging work; this has just been awarded to us!  It will involve a survey of Lake Everest and review of the feasibility of dredging, including possible impacts on environment.  Money is also included for a Master Plan of the beach area, to see speacifically how the community would like to upgrade that area and facilities.   The total awarded $40,500. 

In addition, a grant may soon be awarded to the Town and AuSable River Association to assess Water Quality grantà all non-point source water pollution on both banks throughout Essex and Clinton counties.  It may help us obtain support to upgrade failing septic-systems. 

Finally, the Town’s Empire Zone has been approved, which will bring many benefits to participating area businesses. 

 

Discussion of Projects (Kara)

We have been working to gathering ideas from the community in Wilmington through:

bulletMeetings to local organizations:  Pals Club; Fish, Game and Sports Club; Mountain Artists; Visitors’ Bureau; Library board; Youth Center ; and others.
bulletSee powerpoint and “topics” overview, below, for projects list derived from that outreach.
bulletAdditional ideas tonight: 
bulletWorkforce housing affordabilityà committee input (residents feel that this is an important need)
bulletNoise guidelines?, shuttle for Ironman and other events, Youth projects for community service, kiosk in town center, pedestrian trails around town/bridge area, community boating center/lessons, set up fund account, collaborate with WHS, signs and trash cans at Flume.

Discussion of topic areas (Lisa)

Lisa reviewed the main categories of projects, including:  Lake restorationà includes dredging; Maintenance and safety concerns; Beach pavilion improvements, and much more (see powerpoint or list on web site).

 

Questions and Answers and Comments:

Is the idea of dredging related to motorized craft?  No.  And motorized craft will have to maintain speed limits or go electric.

What is the time frame of sedimentation?  (Most current dam built in 1937)  Probably sped up in the 1980s due to heavy human activity in the area.

What is the health-of-the-lake?   Concern for the impact on environmental ecology.  The feasibility study should tell us more.  Trout are a good indicator for lake health and there are consistently trout there.

Importance of getting community input on the impact of watercrafts.  Jet skiing does not take a lot of water.  Dimensions of river are not wide enough to legally jet ski.  This is a concern for some.

What is the ultimate goal of the LWRP?  To ensure that whatever happens to Wilmington ’s waterfront area, stays within the community’s control.  The process is not meant to reduce anyone’s rights.

Quality of life:  People want peaceful environments in Wilmington (that is why we moved here)

Restoring the lake with dredging (Jeanne) Is that the direction you want us to go in for now?  Here is how it may go:  Permitting can be about a 3 year process, so the dredging may not be complete until perhaps 10 years out.  Keep in mind that it is a long process.  The surveyors will take selected parts of the river for dredging (modeled after Wells).

What happened with the bike trails project?  Markers were put along the bike trails and someone went and removed them (Jeanne)

Idea for Flume bridge:  Put in a protective walkway (Lisa)

Comment:  The dam has not been working properly à this could be why the sedimentation/dredging has become a problem

Guy Stephenson’s idea:  Using local expertise to work on the project before bringing in other consultants

bullet

Is there a reason to believe that the dredging may not be approved? (APA) No because Wells provides a precedent.

Fishing access improvements idea:  DEC is involved with this maintenance à trails are maintained by local resident ( Springfield Road ).  Why not convert this to a handicap fishing access trail and bird preserve, which would gain us a lot more grant money to work with (Dawn).  Establish a 501c3 and raise funds for that as a local attraction.

Important:  Need to establish a historical center (community center/museum/a place for children to meet up).

The Flume:  concerned for public safetyà jumping is a problem.  This is not a designated swimming area.  There is also a big problem with litter and vandalism there.  Need to enforce rules and litter laws.  There are residents of Wilminton who don’t want to see that area improved, laws enforced, because of the costs to taxpayers.

Public access to additional easement fishing points needs to be reestablished as well.

Parking near the bridge (for the view) may not be adequate (limited to church parking lot now).

Foot trail, crosswalks (implemented from the DOT project) being done now.

 

Hamlet Revitalization

How do we maintain this? Water quality, quality of life here.  We need to continue what we’ve learned as a Committee through public education, youth presence at public meetings.

Use guidelines available @ Town Hall on logging best practices:  selective clearing, preservation recommendations

bullet

Economic development à Empire Zone location (benefits for businesses).  Can enhance shopping in hamlet.  

bullet

Work on regional cooperation, e.g. for economic benefits (workforce housing).

bullet

Improve pedestrian / bike access

bullet

County wants to implement bus system; this opportunity for a shuttle from Whiteface is important:  From Lake Placidà Wilmington.  Residents have to use it or lose it.

Snowmobilingà working on more trails (one at present); getting a trail connected to Silverlake—concerned with crossing private lands

bullet

Visitors’ Kioskà a good depiction of all we have to offer (already available at Visitors’ Bureau)… let’s build on this!

We need a community boating business (once dredging and revitalization are finished

bullet

Use youth skills and energy:  Lake Placid school system requires community service project before graduation (50 hrs.), e.g.:  Water quality monitoring (fishing community/AuSable River Association)

The majority of these projects are not really expensive

Dredging is the most costly expenditure, and dredging may not be necessary or may be cost prohibitive
